The OMS-28 site is located within the Brookley Aeroplex in Mobile County, near downtown Mobile at 1622 South Broad Street, between Interstate 10 and Mobile Bay in the State of Alabama.

The Brookley Aeroplex was developed specifically for aviation in 1929, with the establishment of Bates Field, Mobile’s first municipal airport. The United States Air Corps purchased the airfield in 1938 and established the Brookley Army Air Field, later renamed Brookley Air Force Base in 1948. The base ceased operations in 1969, and the property was returned to the city after base closure.

The OMS-28 site is located in the logistics/manufacturing district of the Brookley Aeroplex. The Alabama Army National Guard (ALARNG) operates the Field Maintenance Shop (formerly known as the OMS) in the northwest corner of the Brookley Aeroplex on property owned by the Alabama Armory Commission. The OMS-28 site includes parts of the ALARNG property and properties owned by others.

Unimproved land owned by the Mobile Airport Authority (MAA) is located directly west of the OMS-28 site and undeveloped private property is located northwest of the site. Residential properties are located to the north and northeast. The Fort Floyd A. McCorkle Alabama Air National Guard (AANG) facility building is to the east of the site, and several commercial properties are situated to the south. All residential water within miles of the site for drinking and other uses is provided by the public water supply system.

In 2005, chlorinated solvents plume, primarily trichloroethylene (TCE), tetrachloroethylene (PCE) and breakdown compounds, was discovered in the groundwater at OMS-28 during site characterization and groundwater monitoring investigations conducted in association with unrelated diesel underground storage tank (UST).  Subsequent investigations were conducted between 2007 and 2013 to further characterize the soil and groundwater conditions and delineate the horizontal and vertical extent of chlorinated solvents contamination at the OMS-28 site.  The source of the chlorinated solvents contamination has not yet been identified.

The environmental investigation at the OMS-28 site is being performed by the Alabama Army National Guard, in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), under the regulatory oversight from the Alabama Department of Environmental Management (ADEM).
